Campaign for Sensible Transport (CaST) wrote to Kilkenny County Council on August 20th 2001 requesting in data format (i.e. on a compact disk (in the interests of sustainability))
1. the complete set of aerial photographs superimposed onto Ordinance Maps
2. O.S. maps of all the areas covered by the route corridor selection study relating to the N9/N10 motorway/dual carriageway road scheme.

Kilkenny County Council replied in a letter dated September 7th 2001 stating that the material may not be released by the Council due to "copyright restrictions pertaining to same from the Ordinance Survey Office which operates a permit /licensing system" and advised CaST to contact Ordinance Survey for further information in this regard.

This is yet a further example that illustrates the gap between rhetoric and reality in the matter of openness and transparency.
