This is the rumoured plot:
Dick goes to college were he meets Professor John Crane, who is interested in fear. He undergoes various unauthorised experiments (most likely with making people feel fear, kind of like with Nygma trying to project images to the brain)and gets busted by Batman. Harley Quinn meets Batman due to the fact that she was Jokers lover all those years ago. It is rumoured that Batman is to see the Joker again in the form of a dream given to him by Scarecrow.
Some rumours say that Robin will become the Nightwing. This should comply with the overall change of tone of the movies. Warner Bros. is going to make the movie more darker (somewhere between Batman and Batman Returns) than Batman & Robin, most likely return to the style of Batman and Batman Returns (both directed by Tim Burton).

Joel Shumacher, the man who managed to destory everything Tim Burton had done with the first 2 Batman films may still be on board. The story will more than likely be set in the early years of Batman. Leonardo Di Caprio was once linked to the role, that rumor has been staunchly denied, apparently, to go to an unknown.
