Constitution of Phutopia (General)


1. Phutopia (General) shall consist of the bodies and being of each of its citizens [Phutopians].

2. Each Phutopian shall be the sovereign Government of His/Her body and being, subject to this Constitution.

3. No other Government shall have jurisdiction over the body and being of any Phutopian, as each Phutopian is by definition an Independent Nation.

4. Citizenship of Phutopia (General) is subject to acceptance of this Constitution.

5. Regarding the Phutopian High Command:

a) Only the Phutopian High Command has the right to amend this Constitution. Amendments will only be made in the interests of Phutopian citizens.

b) Phutopians will be notified of any Constitutional Amendments, and have the right to petition the Phutopian High Command with objections or suggestions. Phutopians also have the right to surrender their citizenship in objection to Constitutional changes

c) The Phutopian High Command reserves the right to refuse or revoke citizenship only when that applicant/citizen acts in an Unconstitutional manner.

6. Regarding other sovereign nations and international organisations:

a) Each Phutopian citizen is free to make his/her own arrangements in regards to formal and informal interaction with other sovereign nations or international organisations.

b) Neither the Declaration of Independence of the Dual Phutopian States nor either of the Constitutions have been issued to any Government of any other nation, nor to any international organisation of independent states by the Phutopian High Command. Therefore it is possible that other countries and Governments will not be aware of Phutopia's existence.

c) The Phutopian High Command reserves the right to issue both the declaration and the Constitutions to any Government or international organisation, however it will not issue any information on individual citizens.

7. Phutopians must not use their citizenship in any way so as to injure the good name and character of Phutopia (General), Phutopia (Specific), Phutyle International, the Phutopian High Command or any citizen of Phutopia.

8. There will be no taxes levied by the Phutopian High Command on Phutopian citizens, and the Phutopian High Command will provide no services to Phutopian citizens, other than basic administration of the State, citizenship applications and records, Phutopian public relations, and any specific service set out in this Constitution.

9. This Constitution does not apply to Phutopian citizens for the duration of any time spent in Phutopian (Specific) space, where the Phutopian (Specific) Constitution takes effect.

10. Citizenship of Phutopia does not constitute membership of Phutyle International or the Phutopian High Command, nor does it require acceptance of Phutilitarian philosophies or politics.
