Constitution of Phutopia (Specific)


1. Phutopia (Specific) shall consist of a specific, but not static, area of space declared by the Phutopian High Command to be Phutopian Temporary Territory.

2. Phutopia (specific) shall be governed directly by the Phutopian High Command.

3. No other Government shall have jurisdiction over the area of space designated Phutopia (Specific), as it is by definition an Independent Nation.

4. Entry into Phutopia (Specific) is subject to acceptance both of this Constitution and the Constitution of Phutopia (General).

5. This Constitution only applies to Phutopian (General) citizens for the duration of any time spent in Phutopian (Specific) space. During this time the Constitution of Phutopia (General) is suspended.

6. Regarding the Phutopian High Command:

a) Only the Phutopian High Command has the right to amend this Constitution. Amendments will only be made in the interests of Phutopian citizens.

b) Phutopians will be notified of any Constitutional Amendments, and have the right to petition the Phutopian High Command with objections or suggestions. Phutopians also have the right to surrender their citizenship in objection to Constitutional changes.

c) The Phutopian High Command reserves the right to refuse or revoke citizenship only when that applicant/citizen acts in an Unconstitutional manner.

7. Phutopians cannot be summoned to Phutopia (Specific) against their wishes, nor can they be detained within Phutopia (Specific) against their wishes.

8. Phutopia (Specific) exists as a safe and independent environment in which the Phutopian High Command can carry out it's duties and operations on behalf of Phutopian citizens. The Phutopian High Command will provide no services to Phutopian citizens, other than basic administration of the State, citizenship applications and records, Phutopian public relations, and any specific service set out in this Constitution to any citizen while in Phutopia (Specific).

9. The whereabouts of Phutopia (Specific) at any given time is not a matter for public concern, however Phutopian (General) citizens will be advised of it's existence on entering.

10. Phutopians must not use their citizenship in any way so as to injure the good name and character of Phutopia (General), Phutopia (Specific), Phutyle International, the Phutopian High Command or any citizen of Phutopia.

11. Citizenship of Phutopia does not constitute membership of Phutyle International or the Phutopian High Command, nor does it require acceptance of Phutilitarian philosophies or politics.
