For whatever reason, IMOL has not seen fit to publish any of these rules,
but here's my understanding of them based upon experience:
1. You have to sink the CV last, or "almost" last, in order
to capture it for your side. You can sink it first, and it will return to
the port, but it stays in the possession of the original owner.
I say "almost" last because I have seen the CV go down, and
then the last of the escorts killed moments later, and that worked to capture
the CV. You will note that when the CV is yours and it is destroyed before
the escorts, there is a brief time - maybe a minute - during which the CV
is back at port but not available for flight operations. I believe this
is new, and gives you a grace period so that if the escorts are killed during
this grace period, you capture the CV. If not, then it stays in the possession
of the original owner.
2. Port/City hits will slow the rebuild time of targets belonging to
that color. If you completely destroy the port/city, you get the best results,
but any hit on the port/city slows rebuild times. I've heard (but can't
confirm) that if you kill the port/city completely, then kill the rebuilding
targets again, it extends this time even longer, and that if you effectively
kill it 3 times in a row, you get something like 1 hour rebuild times.

The rebuild time of any target, including buildings at port/city, are
determined by the number of downed buildings at port/city _when_ the target
is downed.
(how "some iMOL type" explained it when 2.0 was new)
Thats why it pays to kill port/city multiple times, or more accurately
to keep it down while hitting other targets.
Have a faint memory of a percentage per building approximately worth
3 minutes per building being mentioned, up to max an 1 hour.

but there were none to be found...
Here's the deal on the CV. You want to sink it last as previously discussed,
BUT in the event you sink it before another ship there's still hope. The
escort ships will hang out for just a few minutes before disappearing back
to port. If you get the rest of the fleet during this time, you will still
capture it. And on a reset (some country loses all its fields) the CV acts
neutral, shooting at everything, till it is captured and claimed.
BUT, to confuse you more... We are currently flying in the European Theater.
When we fly in the Pacific Theater (next ToD i think) the rules change.
In that theater every country has a CV and it is not capturable. So, while
in the Pacific, you want to take out the CV first and then the whole fleet
will go back to the home port of its country. And another note on the Pacific--there
are no cities. Instead the individual ports (one for each country) act as
the cities do in Europe. Bomb them and rebuild time increases.
I once heard that rebuild time was timed at an hour when the port/city
was completely destroyed.
There might be a webpage out there with all this info. Please post if
anyone knows of it. Otherwise I will have to do some research and design
my own :)

port but you will not capture it.
Not sure if CV can be sunk as very first ship but ...
At least one time in 1.11 I (and some purps) sunk the CV and then afterwards
sunk 2 more ships, DDs I think, and captured the fleet.
At that time the escorts steamed back to port if CV was sunk, problem
could be to find the small ships before they got to port.
I dunno how it works now.
