Declaration of Independence of the Dual Phutopian States

The Phutopian High Command, under the authority of Phutyle International, hereby declare the foundation and independent sovereignty of Phutopia, existing as two distinct but inter-related forms:

1: Phutopia (General)

All citizens of Phutopia (Phutopians) exist as individual autonomous units, which collectively constitute Phutopia (General). Each Phutopian's body and being is to be regarded as their own self governing territory, subject to the Constitution of Phutopia (General).

2: Phutopia (Specific)

Phutopia (Specific) is to be defined as a specific, but not static, area of space declared to be Phutopian (Specific) territory and governed directly and absolutely by the Phutopian High Command, subject to the Constitution of Phutopia (Specific).
